Scope and Contents Note
The organization of this collection took place in the context of the quilombola communities’ struggle for the guarantee of their territorial rights. This collection contains records of important gatherings and meetings, registries of seminars and events, photos and images, magazines and newspaper clippings about important themes related to the demands of the communities, dossiers, reports, letters, legal documents, videos, books, projects, and articles, among other documents.
This collection is entirely digital and is part of theLatin American Digital Initiatives (LADI)project. The LADI repository is a collaborative project that preserves and provides digital access to unique archival documents from a network of Latin American partners with an emphasis on collections documenting human rights issues and underrepresented communities.
A organização deste acervo se deu no contexto das comunidades quilombolas e pelas próprias comunidades na busca da garantia de seus direitos territoriais. No acervo encontram-se atas de reuniões e encontros, registro de seminários e eventos, fotos e imagens, reportagens de jornais e revistas sobre temas relacionados as demandas das comunidades, dossiês, relatórios, cartas, ofícios, vídeos, livros, projetos, artigos entre outros documentos.

Historical Note
Equipe de Articulação e Assessorias às Comunidades Negras do Vale do Ribeira (EAACONE) traces its origins to the Movimento dos Ameaçados por Barragens (MOAB), which began its work in 1989. MOAB emerged in response to the proposed construction of a series of hydroelectric dams along the Ribeira de Iguape River, which if approved, would have resulted in the expulsion of thousands of people, and particularly residents of quilombo communities. The dams would have also resulted in the mass flooding of agricultural zones and protected forest areas while significantly altering the natural trajectory of the Ribeira de Iguape River and the Lagamar/Cananeia/Iguape/Paranagúa Estuary Complex. EAACONE -- Equipe de Articulação e Assessoria às Comunidades Negras do Vale do Ribeira -- was founded on June 17, 1995, in Quilombo Praia Grande, municipality of Iporanga, Vale do Ribeira, São Paulo.
EAACONE was founded to identify, articulate, organize, and assist the quilombola communities of the Ribeira valley, prioritizing their cultural preservation and attainment of territorial rights. The legal basis for the communities’ struggle for land rights can be traced to the proclamation in 1988 of a new Brazilian Constitution, which included among its provisions Article 68 of the Transitory Dispositions of the Federal Constitution, which states: “Survivors of quilombo communities occupying their lands are recognized as definitive owners, and the State shall issue them titles to the land.”
The organization gained strength, because the thinking at the time was that if communities were to succeed in obtaining legal recognition from the state as quilombos, it would be more difficult for the government to proceed with the construction of hydroelectric dams in the region. Indeed, many of the communities possessed historical dwellings, sites, and cultural traditions that were already recognized as national patrimony by the Conselho de Defesa do Patrimônio Histórico Arqueológico, Artístico e Turístico (CONDEPHAT). Upon enactment of Article 68, which guarantees collective land titles to quilombo-descendant communities, EAACONE (which during that period had still retained the moniker ‘MOAB’) initiated a process of “consciousness raising” (conscientização) in the communities, raising awareness of the new legal rights which the Federal Constitution had accorded them. This was a slow and difficult process, as many of the communities, long accustomed to living clandestinely in isolation and social exclusion, harbored deep suspicions toward state authorities now tasked with defending their constitutional rights.
The process of "consciousness raising" involved the communities' self-identification as "quilombolas" and the recuperation of historical memory and other materials that substantiated their legal status as “quilombolas” in accordance with state requirements. The process also entailed the submission of necessary documentation to strengthen the communities’ application for collective land titles as quilombos and formation of community associations as required by Brazilian law. EAACONE was officially licensed as a legal entity on July 5, 2004. Today, it remains dedicated to advancing the struggle for territorial rights, providing legal aid and political assistance to quilombola communities in the municipalities of Eldorado, Iporanga, Cananéia, Miracatu, Registro, Itáoca, Barra do Turvo, and Iguape, in the state of São Paulo, as well as in the municipalities of Adrianópolis, Doutor Ulisses, and Bocaíuva do Sul in the state of Paraná.
A EAACONE tem sua origem no Movimento dos Ameaçados por Barragens - MOAB, que teve início das suas articulações em 1989. O MOAB se formou diante da ameaça de construção de um conjunto de barragens no Rio Ribeira de Iguape, que iriam desalojar milhares de pessoas, principalmente para as comunidades quilombolas, inundar áreas agrícolas e de preservação ambiental e alterar significativamente o Rio e o complexo Lagamar Cananeia/Iguape/Paranaguá, um dos mais preservados. A EAACONE - Equipe de Articulação e Assessoria às Comunidades Negras do Vale do Ribeira nasceu em 17 de junho de 1.995, no Quilombo de Praia Grande - Município de Iporanga - Vale do Ribeira – SP.
A Entidade foi criada para identificar, articular, organizar e assessorar as Comunidades Quilombolas do Vale do Ribeira, priorizando o resgate cultural e a conquista da terra. A partir da promulgação de 1988 da nova Constituição Brasileira que traz em seu bojo o artigo 68 das Disposições Transitórias da Constituição Federal, onde reza que: “Aos Remanescentes das Comunidades dos Quilombos que estejam ocupando suas terras é reconhecida a propriedade definitiva, devendo o Estado emitir-lhes os respectivos títulos”.
A organização ganhou força, pois o pensamento na época, é que, se as comunidades fossem reconhecidas como quilombolas, seria mais difícil a concretização do projeto de barragem, visto que tais comunidades são históricas e algumas já tinham algum patrimônio tombado pelo Conselho de Defesa do Patrimônio Histórico Arqueológico, Artístico e Turístico - CONDEPHAT. Com o artigo 68 das Disposições Transitórias, que garante às Comunidades Remanescentes de Quilombos o título da terra, a EAACONE (que na época não tinha esse nome), desencadeou o processo de conscientização das Comunidades sobre os direitos que a Constituição Federal lhes garantia. Foi um trabalho muito demorado e difícil, pois as próprias Comunidades, acostumadas a viverem na clandestinidade, no isolamento e na exclusão, não acreditavam na nova perspectiva que surgia.
Este processo incluiu a auto identificação das comunidades, a recuperação da história e dos elementos que justificam o autorreconhecimento junto aos órgãos públicos, o encaminhamento da documentação necessária para o pedido de titulação das terras coletivas enquanto áreas de quilombos e a formação das associações previstas por lei para gestão dos territórios quilombolas. Como entidade jurídica foi registrada em 05/07/2004. Atua com foco na luta pelo direito à terra e ao território. Assessora política e juridicamente as comunidades dos municípios de Eldorado, Iporanga, Cananéia, Miracatu, Registro, Itaóca, Barra do Turvo e Iguape (SP), Adrianópolis, Doutor Ulisses, Bocaíuva do Sul (PR).
