Scope and Contents The Bilingual Research Program was administered under Part C of ESEA Title VII. The Part C Research Coordinating Committee was chaired by the Director of the Office of Bilingual Education and Minority Languages Affairs (OBEMLA) and included representatives from the National Institute of Education (NIE), OBEMLA, National Center for Education Statistics (NCES), and members from the Office of Planning, Budget and Evaluation (OPBE).
