Committee

The Bilingual Research Program was administered under Part C of ESEA Title VII. The Part C Research Coordinating Committee was chaired by the Director of the Office of Bilingual Education and Minority Languages Affairs (OBEMLA) and included representatives from the National Institute of Education (NIE), OBEMLA, National Center for Education Statistics (NCES), and members from the Office of Planning, Budget and Evaluation (OPBE). After the Part C committee was disbanded in 1984 by Secretary Terrell Bell due to intra-departmental problems, the distribution of research funds was negotiated between the Program and Evaluation Services (PES) and OBEMLA.
