Scope and Contents
The National Advisory Council on Bilingual Education (NACBE) was authorized by the 1974 amendments to the Bilingual Education Act. The Council was independent and reported to the Commissioner of Education and later the Secretary of Education. In 1985 the NACBE changed its name to National Advisory and Coordinating Council on Bilingual Education (NACCBE).
