Scope and Contents U.S. Treasury Secretary Paul O'Neill recently returned from a three nation trip to Latin America. In Uruguay he announced 1.5 billion dollar increase in loans from the International Monetary Fund, the World Bank, and the Inter-American Development Bank. In Brazil the secretary hinted that the U.S. was ready to bolster the continents largest economy.
