José A. Cárdenas Papers and Records of the Intercultural Development Research Association (IDRA)
Scope and Contents Note
The collection is comprised of correspondence, subject files, reports, organizational files, and some audiovisual materials of José A. Cárdenas, Intercultural Development Research Association (IDRA) and its predecessor Texans for Educational Excellence (TEE) relating to court cases on Texas school financing and bilingual education. Materials date from 1960-1998 and measure 90 linear feet. The collection is minimally processed and is arranged into three series: Cárdenas' Personal Documents, TEE and IDRA Records, and Court Cases.
The first series, Personal Documents, contains correspondence, plaques and awards, photographs, clippings, reports, word processing files, and other files labeled personal by the creator. Included in this series are documents created before and during Cárdenas' work with TEE and IDRA.
Series two, TEE and IDRA Records, is divided into three subseries: TEE records, National Education Task Force de la Raza records, and IDRA records. The IDRA records comprise the bulk of this series and consist of general and office files, audit records, board meeting minutes and quarterly reports, information about networking organizations, proposals and concept papers, publications and publishing files by Cárdenas and others, presentations, staff meeting notes, travel folders, and subject files. The IDRA subseries also included some audio cassettes and VHS recordings.
Court cases, the third series, contains legal documents, publications, speeches, and various other documents related to court cases involving school finance, bilingual education, school testing, and other issues advocated by IDRA.
Note: As the collection is minimally processed, gloves must be worn while handling photographs and other sensitive documents for preservation purposes.
Part 2: IDRA Additions
IDRA additions, 1998-2022, include board files, publications, research reports, photos, newsletters, annual reports, and other administrative files that document their ongoing efforts to achieve equal educational opportunity for every child.

Biographical and Historical Note
Dr. José A. Cárdenas, a professional educator for 45 years, founded Texans for Educational Excellence (TEE) in 1973 with a grant from the National Urban Coalition. TEE expanded its goals in 1974 and became the Intercultural Development Research Association (IDRA). Nationally recognized as an educational expert and civil rights advocate, Cárdenas served as superintendent of San Antonio's Edgewood ISD, chairman of the education department at St. Mary's University, director of IDRA, and at all levels of the educational professional hierarchy. Dr. Cárdenas authored several books and articles in addition to giving presentations on school finance reform, bilingual education, and dropout prevention around the country. He retired as director of IDRA in 1993.
With Cárdenas as its director, IDRA advocated the right of every child to a quality education. IDRA addressed numerous education issues in Texas and around the United States, including school finance, wealth disparities, teachers' salaries, bilingual education, desegregation, curriculum development and evaluation, and the dropout problem. IDRA also acted as an educational research consultant for landmark court cases on bilingual education and public school funding. In addition to advocating for Mexican Americans, IDRA has been active in the multiculturalism movement on behalf of African Americans, Vietnamese, and other groups.
Funded by both federal and state governments and by funds awarded from private foundations such as Carnegie and Ford, IDRA collaborated with federal, national, state and local agencies and organizations, including the Department of Education, the National Education Association, and the Texas Education Association. IDRA produced numerous publications on bilingual and multicultural education, equal educational opportunity, mental health, teacher-resource guides, and school finance.
During its first fifty years IDRA continues to work to achieve equal educational opportunity for every child. IDRA staff played a key role in helping to guarantee the civil rights of all children regardless of race, sex and national origin in landmark court cases such as Rodríguez v. San Antonio, U.S. v. Texas, Keys v. Denver, Lau vs. Nichols, Doe v. Plyer, and Rodríguez v. L.A. USD, Edgewood v. Kirby I, II, III and IV, and Texas Taxpayer and Student Fairness Coalition vs. Michael Williams. IDRA has provided leadership in the area of immigrant education throughout its history, from studying innovative strategies to guiding schools on their duty to welcome immigrant students.
IDRA celebrated its 50th Anniversary in 2023.
