Complains that when, in 1813, because of illness he asked for his discharge, the Cortes instead conferred on him the new intendency created September 5, 1813, to reside at Saltillo. The Viceroy later cancelled the appointment because Ferdinand VII, upon his return to Spain, had countermanded all orders issued by the Cortes. Complains of certain damages done him by this action, and encloses opinion of the attorney general to back up his contention, 1817, October 1:
