The rascals mentioned are: D. Miguel Pajes, army surgeon, paid by the King, but attending to his own drug store and charging exorbitant prices for his drugs; El Capitan D. Jose Ma. Cespedes, in charge of the Presidio of the Bahia del Espiritu, a criminal, who should be discharged, or at least demoted; D. Andres Barragan, officer in the troops at Colonia and a Paymaster, who in latter capacity has been dishonest; D. Felix Gridino, Captain del Tiro de Vera Cruz and Major Sergeant of the Nuevo Leon Milicia who should be returned to Vera Cruz--he and others like him have made of the officers (of the ranks named) of the eleven squadrons of caballeria de Milicia in these Provinces the greatest rascals, 1814 (?)
