Project# 1090 Fort Sam Houston National Cemetery Mitigation and Section 106 Services, San Antonio, TX, 2011 - 2015

Under a task order with the National Cemetery Administration, Department of Veterans Affairs (VA), HHM completed several Section 106 and interpretive projects to mitigate a proposed expansion and improvement project at Fort Sam Houston National Cemetery in San Antonio, Texas. Under a tri-party Programmatic Agreement (PA) between the VA, Texas Historical Commission (THC), and the Advisory Council on Historic Preservation (ACHP), HHM coordinated consulting party meetings on behalf of the VA National Cemetery Administration and prepared annual reports for the THC based on the progress of the PA compliance. HHM also updated previous preservation materials on the cemetery including a National Register of Historic Places (NRHP) nomination and Historic American Landscapes Survey (HALS) documentation, conducting extensive archival research, re-surveying the site, and taking digital and large-format photographs. HHM created a PowerPoint presentation based on the HALS documentation for public use. HHM also undertook several interpretive projects to mitigate the proposed work at the cemetery. HHM developed historic themes based on the NRHP nomination and HALS documentation and produced camera-ready graphics for subject markers on those themes to be placed throughout the cemetery. HHM also wrote text, selected images, and developed the layout for an interpretive brochure on the cemetery’s historic features. Finally, HHM developed a maintenance manual for cemetery staff focused on best practices for preservation of the cemetery’s historic architectural and landscape features.
