Project# 0430.02 Integrated Cultural Resources Survey and Historic Resource Survey Update, Naval Support Activity Mid-South, TN, 2002 - 2003

The scope of work called for the updating of the 2000 ICRMP. The project called for the survey of cultural resources previously determined to be eligible for the NRHP and of historic resources constructed between 1950 and 1959 that have reached or will reach the 50-year age threshold for NRHP eligibility.

At the outset of the project, the client (NAVFAC EFD SOUTH) revised the scope of work to include a study of 93 on-base Wherry housing units in the Fairway Hills neighborhood. The units were scheduled for demolition in support of efforts to transfer Navy family housing to the private sector. Since the units had just reached the 50-year age threshold and had not been assessed for NRHP eligibility, HHM conducted a survey and evaluation of the neighborhood and recommended the area as a NRHP-eligible historic district. Subsequent consultations between the Tennessee SHPO and the Navy led to the signing of a Memorandum of Agreement in which the Navy agreed to erect a monument commemorating the historic neighborhood in a public park space after the demolition of the units.

HHM also re-evaluated eight individual buildings and one historic district that have been determined eligible for the NRHP. While HHM found that the individual buildings retained integrity and still meet NRHP criteria, HHM concluded that the Warehouse Historic District no longer retained sufficient integrity to convey its significance and recommended that the district no longer meets the criteria for inclusion in the NRHP. The Tennessee SHPO concurred with the recommendations, and the historic district was removed from the list of NRHP-eligible resources at the installation.

For the eight individually eligible properties, the ICRMP provided specific recommendations for the proper care and upkeep, in accordance with federal standards and regulations, as well as in compliance with existing agreements (Programmatic Agreement and Memorandum of Agreement) signed by the Navy and the SHPO. The ICRMP also included an inadvertent discovery plan in the event the archaeological sites and/or human remains are uncovered or discovered.
