Project# 0994.03 Case Alternatives Report for Senior Officers Quarters, Naval Air Station Corpus Christi, TX, 1999

In 1999 SOUTHDIV tasked HHM to prepare a report that developed and analyzed viable options to the proposed demolition of 14 World War II-era housing units at NAS Corpus Christi. The project was undertaken following the proposed implementation of a Public-Private Venture in which on-base housing would be transferred to a civilian contractor. Because the quarters had been determined to be contributing features in proposed NRHP historic districts, the Navy was required under Section 106 of the National Historic Preservation Act of 1966 to consider demolition alternatives. HHM’s architect carefully examined each unit to document significant architectural features and to confirm condition deficiencies identified in previous housing studies. Six alternatives to demolition were developed and evaluated, including limited and extensive renovation, mothballing, relocation, and doing nothing. The report described each proposed alternative, identified its associated Section 106 implications, listed the costs associated with implementation, and discussed advantages and disadvantages associated with each alternative. The report provided information that would enable the Navy to make a fully informed decision regarding disposition of these properties.
