Project# 0093.060 Cultural Resources Management Model of Naval Reserve Centers throughout the U.S., 1993

HHM compiled historical and architectural documentation of Naval Reserve Centers (NRCs) erected before 1980 in compliance with Sections 106 and 110 of the National Historic Preservation Act of 1966. This multi-year, multi-center project was conducted between 1994 and 1998, and included all states in the continental United States, as well as Alaska, Hawaii, and Puerto Rico.

In Phase 1, HHM gathered historic documentation from sources throughout the country and prepared an historic context. This effort also included the survey of a sampling of NRCs to be included in later phases of the documentation effort. In Phase 2, HHM documented 72 NRCs in 25 states within the AOR of Southern Division, Naval Facilities Engineering Command. Phase 3 included 49 NRCs in 25 states within the AOR of Atlantic Operations, EFD North, EFA Chesapeake. The fourth and final phase included 24 NRCs in 11 states and Puerto Rico in EFD Southwest, EFA West, and EFA Northwest.

Field tasks included gathering historical and architectural information at each activity and at local repositories; photographing, noting the significant architectural features, and analyzing the physical integrity of each extant resource; and gathering information at Navy repositories. A report was prepared for each center that included a history, an architectural description, and an evaluation of NRHP eligibility. Materials were submitted to and approved by all State Historic Preservation Offices (SHPOs).
